RTLB Referral Criteria & Information to Schools
Resources Teachers: Learning and Behaviour (RTLB) accept referrals for students with mild to moderate learning and/or behavioural difficulties.
- At all times students with the greatest needs will have the highest priority
- Schools should be able to demonstrate their application of strategies prior to the referral
- The involvement of other outside agencies, past or present, should be disclosed in order to prevent the duplication of resources.
- Students whose behaviours are causing serious concern for the safety of themselves or others should be referred to Group Special Education.
- RTLB have a responsibility to work with schools to alleviate in-school problems, as opposed to out-of-school problems.
RTLB are trained to follow an educational model of service delivery which follows a process from formal referral through to collaboratively planned interventions, monitoring and review. Informal ‘shoulder-tapping’ should not be practised. Once a referral has been accepted (from in-take meetings) the intervention sequence is:
- Initial meeting
- Data gathering
- Analysis
- Goal setting
- Planning
- Implementation
- Monitoring
- Review
- Follow up and reflection
- Withdrawal from service
RTLB should not (as per ministry of Education RTLB Policy)
- Teach a subject
- Act as a remedial tutor of students with special needs
- Work as a teacher aide or reliever
- Take responsibility for a special class or unit
- Carry out routine school duties
- Provide a counselling, social work, or truancy service
- Assume management responsibility for crisis/traumatic incidents
- Make formal diagnosis (ie:ADHD, dyslexia)
- Report on a teachers professional abilities or management skills
RTLB follow the policy and procedures as set out by the Ministry of Education in the 2007 MOE RTLB Policy and Toolkit.
